This is a Meqenet, a piece of Ethiopian cotton clothing used as a belt tied around the waist on the Qemis (a traditional Ethiopian dress). Once the woman has put on the Qemis, the Meqenet is wrapped around her waist folded in half-length, and it is tied in the front. This Meqenet was purchased in Addis Ababa in 2007.
